When Elisha picks up that same mantle after Elijah is taken up, something remarkable happens. He strikes the water himself, and it parts again. The power was never in the mantle itself. It lived in the God who had called Elijah, and who was now calling Elisha to carry that same authority forward in his own way, with his own voice.
